  Tom Sinclair has thirty years of public agency management and consulting experience.
Prior to joining the Municipal Resource Group, he was the principal consultant for Sinclair & Associates, providing municipal consulting services for the past ten years.
He has served as the City Manager of Orinda, Finance Director for the Sacramento Housing and Redevelopment Agency and Finance Director/Assistant City Manager for the City of El Cerrito. He has also provided interim services as a City Manager and Finance Director for several California jurisdictions.
