Bill has over 30 years experience in the fire service serving over 14 years as a Fire Chief. Bill retired from the Alameda County Fire Department and now serves as the contract Executive Director for the East Bay Regional Communication System Authority, a Joint Powers Authority with 35 member agencies serving Alameda and Contra Costa counties.
Bill has a broad range of fire service experience developing regional fire service response systems including regional dispatch, communications systems, and facilities master plans. Bill has extensive experience developing, negotiating and implementing complex interagency contracts and labor agreements.
Bill served as President of the California Fire Chiefs Association and President of the Metropolitan Fire Chiefs Associations. Bill has a great deal of experience in the development of State and Federal legislation and has testified before both State bodies and the U.S. Congress.
